The
Baseline Survey is a major activity in the 15 States UNFPA is assisting in
the 5th Country Programme. It is one of the main strategies to enhance the
Result Based Management approach and show results in the implementation of
the country programme.
Objective of Survey
The main objective of the survey is to provide baseline
data for subsequent assessment of the 5th Country Programme and to
determine the extent to which planned outputs have been achieved.
Specifically the survey is expected to:

Provide current data on all the Objectively Verifiable
Indicators (OVIs) in the Logframe Matrix of the 5CP
-
Provide a baseline for the subsequent measurement of the
effect/benefits of programme interventions in RH, PDS and Advocacy
projects in the State and Federal Programmes

Provide information for decision making on strategy and
operations of the 5CP for better results and more efficient use of
resources.

Provide baseline data for the subsequent review of the
5CP OVIs
-
Provide state specific data for planning, monitoring and
evaluation.
